An international treaty known as the Convention on Cluster Munitions, was ratified by, and agreed to by, many countries. This treaty prohibits use, transfer, production, and stockpiling of cluster munitions (a type of munition which deploys multiple smaller munitions over a targeted area). As of July 09, 2023, it was signed by 111 parties. The United States did not accept, sign, or ratify this treaty.

It should be noted that other major countries also did not sign this treaty, specifically Russia, India, and China. There may be others as well.
